Which University is better for music and art: West Chester or Temple?

I'm currently majoring in music and minoring in art at West Chester University and it's going well so far, but I have had people tell me that Temple might be a better school to go to. I've heard that the music and art programs are better. Any thoughts? Anyone go to Temple for music or art that has any insight? I'm kind of worried about the surrounding area as well and how safe I would be. Thanks! As many insights as possible would be awesome.
