Transferring to get financial aid and get around satisfactory academic progress?

My financial aid has been cancelled at my community college and my appeal has been denied to reinstate it. My GPA is 2.4, I just kept withdrawing from too many cles. I want to know if I enrolled at a different college and acted like a brand new student without transferring my transcripts (as if I never attended college before) if financial aid would be available again?
